We work to conserve, enhance, and protect water, soil, forest and range,

fish and wildlife resources and more in Oregon's Jefferson County.

Staci Merkt

DISTRICT MANAGER

Staci returned to the west coast in 2019, after spending the previous 10 years managing Soil & Water Conservation Districts in Virginia. An avid runner and dog rescuer Staci loves the lifestyle Central Oregon offers.

Adam Haarberg

PROGRAM MANAGER -

TROUT CREEK

Adam came to the SWCD in 1998 and has been working in the Trout Creek Watershed Area doing stream restoration work benefiting anadromous summer steelhead.

Ally Steinmetz

COUNCIL COORDINATOR

MIDDLE DESCHUTES WATERSHED COUNCIL

Ally has been with the MDWC since October 2021. She earned a M.S. in Forest Resources and Environmental Conservation from Virginia Tech in 2018 and a B.A. in Liberal Studies with a Spanish minor from Oregon State University- Cascades in 2011.

Breck Flanagan-Caldwell

CONSERVATION TECHNICIAN

Breck enjoys a deep connection to the high desert landscape after having grown up in Bend. Breck holds a B.S. in Natural Resource Management from Oregon State University and worked with the U.S. Forest Service and Swalley Irrigation District.

Ellen Hammond

CONVSERATION SPECIALIST

Ellen joined the SWCD in 2022 after 25 years in Oregon's Department of Agriculture Water Quality Program as a Regional Water Quality Specialist and the statewide Monitoring Lead. Previously she worked for the Malheur County SWCD. She understands irrigation first-hand and is excited to be working directly with farmers again.

Lisa Windom

CONSERVATION SPECIALIST/
CREP TECHNICIAN

Lisa became the CREP Planner in 2021. She has worked in the natural resources field in Colorado and Central Oregon for the past ten years. She received her B.S. in Chemistry in 2015 from Colorado State University and her M.S. in Water Resource Science and Soil Science in 2020 from Oregon State University.

Lars Santana

DISTRICT CONSERVATIONIST NATURAL RESOURCE CONSERVATION SERVICES

Lars is a Colorado State University Alumnus with a degree in Rangeland Ecology and Forestry Management. He has been a Rangeland Management Specialist with the NRCS for over 17 years providing technical expertise and conservation planning for farmers, ranchers, and forest landowners wanting to make improvements to their land.
