OUR STAFF

Our mission at the Jefferson County Soil and Water Conservation District
is to assist local landowners, cooperators and the public in the
wise development and use of our natural resources.

We work to conserve, enhance, and protect water, soil, forest and range,

fish and wildlife resources and more in Oregon's Jefferson County.

MEET OUR STAFF

Staci Merkt

DISTRICT MANAGER

Staci returned to the west coast in 2019, after spending the previous 10 years managing Soil & Water Conservation Districts in Virginia. An avid runner and dog rescuer Staci loves the lifestyle central Oregon offers. 

Adam Haarberg

PROGRAM MANAGER -

TROUT CREEK

Adam came to the District in 1998 and has been working in the Trout Creek Watershed Area doing stream restoration work benefiting anadromous summer steelhead.

Jenna Keeton

COUNCIL COORDINATOR

MIDDLE DESCHUTES WATERSHED COUNCIL

Jenna joined the district in August 2019. She has an M.S. in Aquatic Ecology and a B.S. in Aquatic and Fishery Sciences. A Northwest native, Jenna has focused her past work on evaluating salmonid habitat restoration practices.

Victoria Fischella

WATER QUALITY MONITOR & CONSERVATION TECHNICIAN

Victoria joined the District in April of 2019.  She has a B.S. in Ecology and a passion for rivers and watershed management. She enjoys working with agricultural producers and landowners in central Oregon.

Lars Santana

DISTRICT CONSERVATIONIST NATURAL RESOURCE CONSERVATION SERVICES

Lars is a Colorado State University Alumni with a degree in Rangeland Ecology and Forestry Management. He has been a Rangeland Management Specialist with the NRCS for over 17 years providing technical expertise and conservation planning for farmers, ranchers, and forest landowners wanting to make improvements to their land.
